Hall plan condemned by Victori

A HISTORICAL society has become the second group in as many months to oppose plans for the [pounds]6m redevelopment of a town centre hall.

Plans to redevelop the Witham Hall, in Barnard Castle, have been criticised by the Victorian Society. It follows a petition objecting to the plans being signed by hundreds of residents in the town.

The redevelopment includes altering the original 1854 building and knocking down the music hall at the rear.

Barnard Castle Vision and the Witham Trustees appointed Feilden Clegg Bradley Studios to design the scheme, with includes a specialist food hall, cinema, second auditorium, exhibition space and cafe.

But the Victorian Society says the hall is a rare example of a 19th Century mechanics' institute. The two rooms on the ground floor that would have housed the dispensary and library are still there, and the music hall that makes up part of the site is little altered.

The main building is listed as Grade II, which also offers a degree of protection to the 1860 music hall.

Alex Baldwin, conservation officer for the Victorian Society, said that while he supported the regeneration, a more sensitive approach was needed.

"The proposed plans for Witham Hall are too damaging and leave no memory of the original layout and history of this important community building, " he said.

Dog park in Bangor still work

BANGOR - Now that the City Council has approved the site for a dog park, the citizens group behind the idea has the tough task of raising money to support it.

Councilors on Monday unanimously supported donating municipal space at the end of Dutton Street behind Hollywood Slots for use by canines and their owners.

"It's a great site for a dog park," said Joe Knox, founder of the group Bangor Area Regional K-9s. "It's much larger than a lot of the other sites that were considered. Plus, it's close to downtown and a lot of the other waterfront attractions. We couldn't be happier with the way the whole process has gone so far."

The city has agreed to donate use of the space but will retain it as an option for development in the future. The other areas considered were: behind the Parks and Recreation building on Main Street, a space on Essex Street near the Bangor Police Athletic League building, and the former Naval Reserve property, also off Essex Street.

The parcel off Dutton Street is flat and expansive, but it needs a significant amount of work to transform into a dog park.

Knox said he's comfortable that there will be plenty of volunteers willing to do the work necessary, but BARK is launching a fundraising campaign to pay for fencing, lighting and landscaping. More volunteers are always welcome, he said.

"Great dog parks have a strong commitment from park users to make it work," Knox said. "The funds we raise will not only go towards construction, but to an educational effort to make sure people know if a dog park is right for their dog. Responsible dog ownership will be key."

MACHIAS - The group of kids, wearing sneakers, sweatshirts, casual capris, scuffs across the room to have a snack of oranges and cookies. They chatter, laugh and take a break from the real work they are doing upstairs at the Centre Street Congregational Church.

Once back before their leader, choral director Christine Guy, it becomes all business and the group of diverse children suddenly transform into a blend of sweet, harmonic voices: the Washington County Children's Chorus.

"Some of these people will discover that this is what they want to do with the rest of their lives," Guy said. Several WCCC graduates have gone on to pursue musical careers, including returning to Washington County as music educators.

"It is really critical to keep the art and music cultures alive here in Washington County," Guy said. "We need to feed the system. When we first started the chorus 15 years ago, it was very hard to bring art and music teachers here that had never experienced Washington County. Wonderfully, that has changed."

Guy describes the chorus as "a really good gifted and talented program. It is an aspirations program. It opens horizons for these children."

She said when the group went to Washington, D.C. in 2006, some of the children had never been outside the state of Maine.

"It is an incredible experience and opportunity for them," Guy said.

The chorusters range from 7 to 17 and come from all along the Washington County coast. The chorus was founded in 1995 by Guy to develop ability of talented youngsters to sing together in harmony.

Guy said all chorusters must audition and demonstrate the ability to match pitches and sing a harmony line. They have published two albums and have performed in Chicago, Washington, D.C., even backing up superstar Judy Collins.

Guy said Luxembourg is a tiny country - smaller than Washington County - but packed with kind people who welcome Maine's children with open arms.

The chorus will be in Luxembourg from June 16-27 and the group needs to raise $18,000.

A series of fundraisers, including a car wash, performances, open rehearsals and a quilt raffle, are being planned to raise the funds.

SEATTLE, Aug. 18 /PRNewswire/ -- A new PEMCO Insurance poll shows that although the number of Washingtonians who text message while driving has increased, 83 percent of drivers surveyed either support the fines for enforcing the new no-texting law, or think they should be even higher.

According to the poll, opinion among Washington drivers is divided when it comes to the cost of committing a texting offense while driving.

Forty-four percent of those surveyed said the $124 fine for texting is fair, while about 40 percent said the offense is serious enough to warrant a higher fine. Just 11 percent of those polled felt the $124 fine was too high.

"The latest data shows that the vast majority of Washington drivers recognize the danger of texting while driving, and that's encouraging. We were surprised to learn that four in 10 drivers think the fine should be even higher," said PEMCO spokesperson Jon Osterberg.

PEMCO's poll data shows that younger drivers age 35 years or less think a $124 ticket is too high for a cell phone offense.

PEMCO also asked drivers their opinions on the consequences of talking on a handheld phone while driving, and their response mirrored the results related to text messaging.

When it comes to talking, about 50 percent said a $124 fine for using a handheld phone while driving is the right amount. However, 30 percent of those surveyed said $124 is too low, and 17 percent said the $124 fine is too high.

Poll data also shows that about 80 percent of those surveyed don't understand the effect on their driving records of receiving a ticket for either offense.

A substantial number of respondents, 43 percent, incorrectly believe that a ticket will be recorded as part of a person's official driving record, and 36 percent said they don't know how it's reported.
