JAIPUR/JAISALMER: The arms smugglers from across the border, working with the tacit support of Pakistan's Inter-Services Intelligence (ISI), have devised a new strategy to cross into the Indian border without being caught -- they use footwear whose sole is made of sheep's wool, which leaves no footprint on the sand.

In the recent seizures in Barmer, in which 14.7 kilograms of RDX was smuggled in two consignments, BSF officials failed to spot any footprints of the smugglers near the fencing on the international border. This also raises a question mark over the khura checking', an exercise done by the camel-mounted BSF squads (khoji troops) in morning and evening to spot the footprints on the border areas. Even the border guards, who conduct patrol on vehicles during night, failed to spot the entry and exit of the smugglers in border areas.

BSF officials suspect that in the latest incident, the smugglers might have used shoes with woolen sole to cross the border for delivery of the consignments. That could be the reason why security personnel failed to spot their movement.

Another major cause of concern is deployment of ad hoc' battalions at the border posts. Often when the law and order situation is disturbed in other parts of the state, the main battalions deployed at the border are sent to the disturbed areas and reserve companies are deployed at the border. The securitymen in the reserve battalion are not much aware of the geography of the border areas. Therefore it won't be easy for them to spot the activities of the smugglers.

Former director general of BSF M L Kumawat told TOI that shifting of main battalions from border to other places affects the manpower but the orders of the ministry of home affairs have to be complied with. He also said that in case of shifting of a main battalion, an ad hoc battalion has to be moved in to maintain the security check.

Also the duty hours of BSF jawans extend up to 12 to 14 hours. Therefore, at times they are not awake during night duty (naka duty) and the smugglers find the opportunity to cross the border for delivery of deadly arms and narcotics consignments.
